April 13, 2018 – –AB 1913 (Klara) was heard in the Assembly Judiciary Committee this week. AB 1913 would extend the existing foreign labor contractor law to cover H-2A visa holders and farm labor contractors. The association joined a coalition in opposition to the bill and we testified that the bill is unnecessary since farm labor contractors are already licensed, bonded and regulated under state law, and that the recruitment of foreign farm workers is already regulated by federal law. The Chair of the Committee did stress to the author that there is a potential here for duplicative fees and bonding and as such asked the author to work with stakeholders to make sure that doesn’t happen. The bill made it out of committee on party lines and will be heard in the fiscal committee next.
