The Almond Alliance will continue to engage and monitor the progress the Administration is making in its negotiations with China, India, Turkey, Mexico, Canada and Japan. We are encouraging the Trump Administration to seek an outcome that removes tariffs and allows for the California almond industry to continue to be a positive contributor to the global economy. We are also advocating for a swift passage of the USMCA by Congress once it begins consideration in 2019. We have shown considerable support for the Administration’s announcements to negotiate new FTAs with Japan, EU and the UK, including offering recommendations and desired outcomes for the agreements.

Market Facilitation Program for Almonds

President Trump directed Secretary Perdue to craft a relief strategy in line with the estimated impacts of unjustified retaliatory tariffs on U.S. agricultural goods and other trade disruptions. The Market Facilitation Program (MFP), Food Purchase and Distribution Program (FPDP), and Agricultural Trade Promotion Program (ATP) are intended to assist agricultural producers impacted by retaliatory tariffs.

Under USDA’s Market Facilitation Program (MFP), payments will be made by the Farm Service Agency (FSA) under the authority of the Commodity Credit Corporation (CCC) Charter Act to almond growers in addition to other commodities.  Almond growers will receive a payment based on 2019 acres of nut bearing trees rather than for pounds as was the case in 2018. For almonds, growers will receive $146 per acre. The Farm Service Agencies began accepting applications on July 29 and will continue accepting applications until December 6, 2019.    

MFP payments will be made in up to three tranches.  USDA will begin making first tranche payments (50%) in mid-to-late August.  The second and third tranche will be made as determined by CCC, if warranted.

MFP payments are limited to a combined $250,000 for specialty crop producers. However, no applicant can receive more than $500,000.
