FRESNO, Calif. – The Almond Alliance proudly announces its endorsement of Congressman Jim Costa (CA-21) for the position of Ranking Member of the House Agriculture Committee. With a proven track record as a leader in agricultural trade, extensive legislative experience, and a commitment to serving both rural and urban communities, Costa is uniquely qualified to advocate for the interests of American agriculture.

Congressman Costa has served on the House Agriculture Committee since 2005, bringing nearly two decades of experience to the table. During his tenure, he has played a pivotal role in crafting three significant Farm Bills—the 2008, 2014, and 2018 Farm Bills—which have shaped agricultural policy and provided critical support to farmers nationwide. His efforts have been instrumental in advancing fair trade agreements, nutrition programs, rural development, and market stability, ensuring that American agriculture remains competitive and resilient.

As an original founder and co-chair of the Bipartisan Congressional Agricultural Trade Caucus, Costa has demonstrated his dedication to enhancing trade policies that benefit American farmers and ranchers. His leadership in this caucus aims to solidify support for trade agreements that promote agricultural exports and reduce trade barriers, ensuring that U.S. agricultural products remain competitive in global markets. 

Notably, Costa played a critical role in advocating for the removal of retaliatory tariffs on almonds imposed by India, which has significantly benefited growers. Additionally, he has been a strong supporter of the Market Access Program (MAP) and the Foreign Market Development (FMD) programs, both essential for expanding market opportunities and increasing exports for American agricultural products.

With over 24 years of legislative experience, including significant roles on the House Agriculture Committee since 2005 and serving as Chair of the California State Senate Agriculture Committee, Costa has been instrumental in crafting three Farm Bills and advocating for policies that benefit rural and urban communities. Costa’s advocacy extends beyond agriculture; he actively fights for initiatives that address hunger and food security through programs like SNAP.
